6 FE Reference Handbook

Cover-up suggested in step 4 revealed.

The Board's Engineering Reference Handbook contains the vehicle change interval formulas replete with their traditional errors, ambiguity, incompleteness and misapplication. The handbook even adds a few errors of its own.

NCBELS will not discipline its engineers because NCBELS actively teaches them to be wrong. To convict an engineer would be to convict itself.

7 FE Handbook Solution

The vehicle change interval formulas should not be fundamentals of engineering. Not all States use the formulas. States have their own peculiar implementation of the formulas. The formulas are not general formulas which apply to all yellow lights and all-red clearance intervals.

But if NCEES wants to put the vehicle change formulas into the FE Handbook and give proper guidance, the FE pages should look like this.

These proposed FE pages is an effort to reestablish the formula's meaning after 50 years of misunderstanding, and to then offer the formulas necessary for other traffic movements. None of the formulas are new. All the formulas have been in the traffic engineering community since 2002 or prior.
